Reporting to the revised national budget
According to Section 50a of the Petroleum Regulations, operators must submit data to the revised national budget (RNB).
Each autumn, on the 15th of October, all operating companies shall submit data and forecasts for their respective operated fields, discoveries, transportation- and utilization facilities (TUF). The reporting to the RNB is included in the basis for the state and national budget and the Government’s oil and environmental policy. It is therefore very important that the reporting is of high quality and that the deadlines are met, so that the Norwegian Offshore Directorate can meet the deadlines set by the Ministry of Energy.
Starting from the reporting year 2025, RNB must be fully reported by operators to the Directorate via Collabor8. This is a digital portal developed by Offshore Norway for information and data sharing between the industry and authorities. Reporting to RNB will take place via the Collabor8 RNB application, which is organized into three modules: initiation (Initiate), scope (Scope), and data transmission (Data).
Prior to reporting, there is a need for clarification regarding the reporting scope for the companies. In the initialization phase, we aim to clarify, during June, which reporting objects (fields, discoveries and infrastructure) should be reported to RNB2026 by the various companies. In the scope phase, it is clarified which projects should be included in the reporting. Project reporting must be in accordance with the Directorate’s resource classification system. The work will be ongoing during the summer and the draft is delivered to the Directorate by August 12.
During the data transmission phase, third-party actors must be authenticated vis-à-vis the directorate to ensure that the reporting is integrated with the directorate's solutions. Due to authentication, a secure common solution (Maskinporten), developed by the Digitalisation Directorate, will be used. Maskinporten is also used in connection with the reporting system for geophysical surveys. Here is an orientation (Norwegian only) on authentication with Maskinporten.

The Scope can be changed up until the final reporting after clearance with the Directorate. Approval of the scope is a prerequisite for data to be reported to RNB2026 within the deadline.
If discoveries are made after an agreed project list has been established, the resources etc. for these must also be reported. The Directorate will ensure that the discovery is available as a reporting object in Collabor8, and the operator must establish a scope for the discovery as soon as possible and agree on deadlines for data reporting with the Directorate.

If there are significant changes to the reporting due to budget decisions in the production licenses’ management committees after October 15, the Directorate must be contacted immediately to clarify whether an updated report needs to be submitted.
Quality assurance of data before submission to the Norwegian Offshore Directorate
It is very important that the operator ensures high quality of the data before it is submitted to the Directorate. If the Directorate finds errors, deficiencies or anything that is unclear in the received reporting, feedback will be made available to the issuer of the data report. The operator must then submit corrected reporting with amendments or responses to the comments.
The Directorate will offer a validation service that allows operators to test data quality before submission. This service replaces the previous consistency checks in the Excel file and continues to aim at ensuring high quality of received data. The validation service will be available via Offshore Norway, both through machine-to-machine interface (API) and after uploading the template in Collabor8. Some validation rules allow submission with an explanation, while others must be fully met.
Effective use of discriptions in reporting
The reporting templates contain many opportunities to describe what has been delivered and changes compared to the last year’s reporting. Please use these opportunities to explain and avoid many questions about the reporting. Significant changes will be explained in the updated guidelines.
