Awards in predefined areas 2018 (APA 2018) - announcement

The Ministry of Petroleum and Energy has 9 May 2018 announced the APA 2018, comprising the predefined areas with blocks in the North Sea, the Norwegian Sea and the Barents Sea.

Application deadline

The application deadline for APA 2018 is 12:00 on Tuesday 4 September 2018. The awards will be announced during the first quarter of 2019.

Application Area

The predefined areas (APA acreage) have been expanded with 47 blocks in the Norwegian Sea and 56 blocks in the Barents Sea since APA 2017. Applications can be submitted for any blocks or parts of blocks within the predefined areas that are not already included in a licence three months before the closing date for application. This entails that acreage which is relinquished in the application period is regarded as announced at the time of governmental approved relinquishment. The acreage will be included consecutively in the predefined areas on NPD's interactive fact maps, and a definite map of the acreage finally on offer will be available as soon as possible after the deadline (closing date) for relinquishment 4 June 2018.

How to apply for APA 2018

Each company applying for APA 2018 must submit the following to the Norwegian Petroleum Directorate:

  1. Application letter from the company, one copy in paper format and one copy on a USB flash drive
  2. Application(s), one application per USB flash drive
  3. Company information on a USB flash drive

The above documents must also be submitted to the Ministry of Petroleum and Energy in an optional electronic format.

1. Application letter and information about company

A formal application letter, listing all applications the company participates in, individually or as part of a group, shall be sent or delivered together with the company information in one copy to the Ministry of Petroleum and Energy in an electronic format. One copy of the application letter must be submitted to the Norwegian Petroleum Directorate both in paper copy and in an electronic format on a USB flash drive by the application deadline. Company information must be enclosed electronically on a USB flash drive to the Norwegian Petroleum Directorate.

One copy of the formal application letter, listing all applications the company is participating in either individually or as part of a group, must be submitted together with the company information in an electronic format to the Ministry of Petroleum and Energy.

2. Application(s)

Applications for a production licence in APA 2018 are delivered in electronic format in one copy each to the Ministry of Petroleum and Energy and the Norwegian Petroleum Directorate.

3. Application fee:

An application fee of NOK 123 000 must be paid for each application submitted for APA 2018, including for applications for additional acreage. When multiple companies join forces in an AMI/group to apply for a production licence, this is considered to be one application. One of the group members will then ensure collective payment of the fee. Payments are made to the Norwegian Petroleum Directorate, account no.: 7694.05.00326 and must be labelled "APA2018 (block no.)". A copy of the receipt is enclosed with the application letter from the company.

To ensure that as many relinquished licenses as possible will be included in the available acreage for APA 2018, the NPD interactive maps will not be closed for new updates until Tuesday 12 June.

Application submission

Only one copy of the application letter in paper format must be submitted to the Norwegian Petroleum Directorate.

We would like to emphasize that the number of pages and illustrations specified for the individual chapters are to be considered as guiding. Additional text and/or illustrations/tables are allowed if necessary. If you are uncertain in this regard, please do not hesitate to contact us.

In addition to the list of wells, it is now specified that the NPD would like a short statement regarding the choice of any key wells.

Discovery_and_Prospect_data

A separate Discovery_and_Prospect_data document should be filled out for each prospect.

Work program in additional acreage

A work program is required for additional acreage when the existing production licence has no remaining work commitment that includes exploration/drilling of the prospect applied for.

Electronic appendices

As in APA 2017, all worksheets are compiled in three Excel workbooks. The Excel workbooks are loaded electronically into NPD’s database. Therefore, applicants are not allowed to change the Excel format other than to add new rows at the bottom of the worksheets. Files submitted in the wrong format will be returned to the companies.

The APA acreage will be updated until 3 months before application deadline.
